CONCLUSIONS
1. Using the 70-200VR + TC17EII with the D70 at full zoom and widest possible aperature (F/4.8) yields soft, ghosty images.
SOLUTION #1: If you need F/4.8, zoom in to 260-270mm or here 
on the zoom ring. Problem solved.
SOLUTION #2: If you need the end of the zoom, stop the lens down to at least F/6.3. Problem solved again.
SOLUTION #3: Combine these two methods to solve your problem:
Zoom in just a hair to 290-300mm ( 
) AND stop the lens down one click to F/5.
All of these should yield ghost-free, sharp images.
